Typically the port and starboard faucets mounted in the same general spots on the opposing walls of the aft cockpit were a home to the “cockpit washdown” faucets. One was feshwater and one was rawwater. There was a standard arrangement but many times owners would request them set up a specific way. My bet is your frozen fixture is raw water.
Typically there was a valve in the center aft bilge (the compartment with fuel filters and bilge pumps all the way aft) that allowed water to the raw water system.
